Experience
Senior Data Architect
Cooper.ai
- Short-duration architecture and managed-AI-platform evaluation for an AI startup. Evaluated AWS Bedrock, SageMaker and adjacent AWS AI services against the startup's platform and operating requirements, including AWS product demonstrations and SageMaker training.
- Assessed technical fit together with operating economics. Concluded the SageMaker cost structure was too expensive for the startup's needs at that stage, even with available AWS credits. The evaluation did not proceed to production.
- A platform can be technically capable and still be architecturally wrong when its economics do not fit the stage or the workload.
Founder & Fractional Chief AI Officer
Secret Tech LLC
- Fractional CTO / Chief AI Officer to private equity firms, PE-backed portfolio companies and middle-market operators. AI strategy, governance, architecture validation, vendor evaluation, roadmap design and pilot-to-production implementation.
- Unit-economics review is a named engagement: what a system costs per inference, transaction, node or customer today, and whether those economics hold at ten times the volume. Most AI programs are costed in aggregate and discover the problem at scale.
- Private equity client — Fractional CTO, January 2024 – present: architected and built a production multi-agent AI system (Claude Code, Graphify, Docker) supporting the firm's $1.1B fundraiser in process.
- Independent architecture authority to the Operating Partner: pressure-test architecture and technical direction, surface structural risk, preserve optionality before decisions become expensive to reverse, and validate architecture ahead of permanent engineering hires.
- Move between executive architecture decisions and implementation against real codebases rather than separating advisory work from delivery.
- Governed AI-assisted engineering delivery. When custom development is warranted, I operate a multi-role AI engineering team under a documented architecture and SDLC specification, with Solution Architecture, Development and Quality Assurance held as separate responsibilities; controlled write boundaries; ticket-driven handoffs; paired changelogs and tests; and auditable production artifacts. Every meaningful change produces its own evidence by construction.
- Human authority remains outside the agent system. AI roles do not approve their own work; the human operator retains final authority over every verdict and production decision.
- Deliberate vendor independence: no commercial, reseller or partner relationship with Microsoft, Anthropic, OpenAI or LangChain. Build-vs-buy recommendations carry no channel incentive.
- Author of the Value-to-Velocity (V2V) Method and the Portfolio AI Strategy Framework (Value Creation · Governance · Velocity).
Fractional CTO — Private Equity Client
Fidelius Holdings LLC (engaged via Braintrust)
- Evaluated where GenAI could create value, the emerging model and tooling landscape, and what should be built versus bought. The assessment ended in production rather than a slide deck.
- Data-sovereignty requirements ruled out public cloud. Specified and built a self-hosted, air-gapped environment: Linux system with 128GB RAM, 64 CPU cores and an 18GB GPU; configured the GPU environment and installed NVIDIA drivers, PyTorch and the ML toolchain. Deployed Ollama, Llama 3.x, Open-WebUI, n8n and multiple vector databases.
- Built the production RAG intelligence platform: web and database ingestion, tokenized HTML processing, structured output into ChromaDB, and conversational retrieval through Llama 3.1 / Ollama. Integrated a verification layer before handoff so retrieved conclusions could be checked against their underlying evidence.
- Built investor-identification and hardware-profile query pipelines that contributed to the firm's $450M and $650M closed funds.
Solution Architect, Marketing Technology
American Eagle Outfitters
Inherited a marketing-operations environment dependent on spreadsheets and individual heroics. Left behind a unified platform and an engineering organization capable of running it independently.
Architecture economics & build vs. buy
- Salesforce offered the marketing stack end to end. I led the RFQ/RFP process across Salesforce, HubSpot, Braze and Bloomreach, selected specialist capabilities and stood up Bloomreach as platform of record, integrating SparkPost, Vibes, Wunderkind and LiveRamp at the API level. The resulting best-of-breed architecture outperformed the integrated-suite alternative.
- Reduced annual MarTech vendor spend from $8M to $3M by restructuring contracts, eliminating redundancy and moving to API-oriented relationships. A separate identity-resolution vendor renegotiation produced a further $2.88M — $7.88M+ in total annual savings.
Platform
- Architected the Unified Messaging Platform across web, mobile, POS, email, SMS/MMS, push, social, ad targeting, BOPIS, shipping and store workflows. Custom Pub/Sub and microservices integrations made six vendors behave as one platform at 10,000 API calls/second. Production launch delivered 12 million emails in approximately 40 minutes.
- Operating populations of 20M+ active and 80M+ potential customers; licensed for up to 150M profiles, requiring active removal of lower-value profiles to stay within capacity. Scaled to 10B+ interactions per year — ~6B email, 2–3B SMS, 1B+ push.
- Google BigQuery held the customer data — profiles and interactions across the 20M+ active and 80M+ potential population — and was the source queried for customer-segment questions. Data was dumped directly from Bloomreach into BigQuery for the Data Science group, and specific extracts were produced for Wunderkind to supply targeting data for remarketing campaigns.
AI, optimization & delivery velocity
- Designed rules-based AI journey orchestration for lifecycle, remarketing, back-in-stock, BOPIS, shipping and in-store campaigns. Built AOT — Acquisition Optimization Test: five simultaneous challenger SMS journeys testing message, journey and reward combinations.
- Reduced cross-channel campaign launch from 2–3 weeks per channel to one day. Replaced an outsourced remarketing implementation that was causing site outages with an in-house AI-powered system.
- Retention infrastructure I helped build retained approximately $1.7B/year of COVID-acquired online revenue while peer retailers reverted 5–15%.
- Retained physical mail through platform consolidation because ADA customers and paper-coupon requesters depended on it — automation bounded by real customer and regulatory constraints.
Organization design & handoff
- Grew the platform organization from 2 to 20 across infrastructure, QA, iOS/Android, platform expertise, product management, development management and product leadership. Hired and trained the team, and handed the platform to an organization that operates it independently. A good advisor should leave the organization stronger, not make it dependent on the advisor.
Technical Management Consultant — FVA Live Market Data
Bank of America
Regulated production delivery under Model Risk Management governance. The same Bank of America organization that engaged me for Capstone XVA brought me back three years later.
- Delivered FVA pricing using live market data across all asset classes to the Hedging Desk, in regulated production. Worked directly with the desk on live-market-data requirements and with quants and strats on pricer and market-data defects; collaborated across CPM, Market Data, Market Risk, Quants and Strats to extend CSA coverage.
- Designed the three-way match reconciliation used to secure Model Risk Management approval for the FVA pricer calculators.
- Delivered on Bank of America's Quartz platform and its object database, with SQLite as the database of record and SQL against it.

Founder & CEO / Solution Architect — Capstone XVA
Fidelius Corporation (Bank of America)
A Dodd-Frank regulatory deadline whose failure exposure included a potential nine-figure SEC fine. Founded Fidelius Corporation and delivered the platform that met it.
- Architected and delivered Capstone, a greenfield distributed batch-processing platform computing XVA across 1M+ trades in all asset classes on 50,000 CPU cores, against a Dodd-Frank regulatory deadline whose failure exposure included a potential nine-figure SEC fine.
- Built the nightly validation harness operating across 10M deals, and the error-categorization software that counted failures, grouped them by root cause and routed defects to the responsible quant teams.
- Worked with quants across asset classes on model-validation analytics and root-cause analysis of data breaks. Owned capacity planning, high-level and detailed architecture, redesign, and planning and execution of 5x production load tests through go-live.
- Stack: Bank of America Quartz and its object database, SQLite as the database of record with SQL against it, Python, GDA, shell, proprietary NoSQL infrastructure. The same organization re-engaged me three years later for the FVA work above.

Technology Management Consultant — Bloomberg Development Environment
Bloomberg LP
- Managed code quality for Bloomberg's open-source release of the BSL (Basic Standard Library) to GitHub — the C++ standard-library layer underneath the Bloomberg Terminal and the firm's enterprise trading systems. Public artifact: github.com/weiyeh/bsl. Public release raises the quality bar: internal code is reviewed by colleagues, published code is reviewed by everyone, permanently.
- Hired five external engineers through oDesk to execute the engagement, and led the team. Reviewed and remediated C++ components against Bloomberg's proprietary engineering standards, identifying non-conformities and driving remediation ahead of release.
- Implemented gcov/lcov code-coverage automation providing continuous coverage reporting for BSL.

Program Manager, Architect & Analyst
Citigroup.net
- Built the global architectural cost model for the deployment — the analysis that decided whether the programme was funded at all.
- The model projected approximately $2.6M in annual chargeback reduction — roughly $13M over five years — and gave my client the business case that won funding approval from Marv Adams, Lew Kaden and Kevin Kessinger. I left the engagement before those projections could be validated.
- Program-managed and architected the portal across 11 Citigroup organizations, four regions and five external vendors (BEA, MphasiS, Interwoven, Sun, Autonomy), designing capacity for approximately 350,000 internal users.

Summary
Opening statement. I design systems to produce ROI. Total spend tells you what a system costs today; unit cost — per inference, transaction, node, workload or customer — tells you whether the architecture survives the next order of magnitude. The cost model belongs inside the design.
34 years building production systems — and still hands-on. Enterprise AI and technology architect whose career spans computer vision, inference and expert systems, semantic web and knowledge graphs, distributed computing, cloud infrastructure, Generative AI, RAG and multi-agent systems. Currently Fractional CTO / Chief AI Officer to private equity firms, PE-backed businesses and middle-market operators. Previously VP, Global Chief Architect at NAVTEQ/Nokia and Director on Bank of America's Quartz distributed-compute platform. Twenty-five years operating through six technology and consulting ventures founded or co-founded. Career built inside regulated financial institutions — Bank of America, Goldman Sachs, Citigroup, Credit Suisse First Boston, Bloomberg — plus global technology at NAVTEQ/Nokia and high-scale retail at American Eagle Outfitters. Named inventor on 47 US and international patent filings. The recurring operating pattern: find the technical decision driving the economics; design the architecture; build or lead the implementation; establish the team and SDLC needed to operate it; prove it in production at scale; and leave behind an organization capable of running without me.
